Alejano Blames Anti Dynasty Law for Low Number of SK Candidates, Sen Sotto Disagrees

Magdalo Rep. Gary Alejano blamed the anti-dyansty law being the reason why the number of candidates for the Sangguniang Kabataan (SK) elections were very low as compared to the previous elections. The said law is being implemented for the first time by the Commission on Elections (Comelec). However, Senator Vicente “Tito” Sotto III disagreed.

“It’s very obvious, the implementation of the anti-dynasty law for the SK elections is the main reason for the low number of candidates. You see, there was a confusion as to who are really allowed to run or not.” Rep. Alejano told reporters on Wednesday, April 26, echoing the sentiments of Interior Assistant Secretary Jonathan Malaya.

“I know a lot of SK candidates who filed the certificate of candidacy (COC) but the Comelec rejected them because of the confusion of the law. I also received reports that there were those who want to run but decided not to, because they were afraid that they will get rejected.” Alejano, who plans to run for senator in the 2019 elections added.



Under the new Comelec rules, candidates are prohibited from running in the SK elections if they have relatives up to the second degree of consanguinity or affinity who currently occupy an elective position, whether national or local. This includes spouses, parents-in-law, and the children-in-law. Cousins, nephews, and nieces are allowed.

In a TV interview, Malay said that the misimpression on the understanding on what is covered could have a huge effect on those who would like to run for SK. He added that the increase in age range from 15-18 to 18-24 for candidates and the previous proposals for the postponement of the elections are also causes for the low turnout.



Submission of COCs began on April 14, and the campaign period will be from May 4 to 12 and the elections will be held on May 14. But due to the low number of SK candidates, the Comelec decided to extend the filing of COC for SK (and barangay) until April 21. Meanwhile, Sen. Tito Sotto has a different point of view on the issue.

“I think the anti-dynasty law for the SK elections was clear to all, so it should not be used as an excuse. If a candidate is not allowed to run in his barangay, he can easily move to another barangay where he is allowed to run. I therefore think that a lot of youth today are not interested to join politics. That’s all.” Sen. Sotto said in a mini press conference.
